Carlos Salinas is a Mexican economist and politician. In his earlier career, he worked in the Budget Secretariat. He is often referred to as the most unpopular former president of Mexico. He was a skilled dressage horseman, and also a member of the Mexico national team at the Pan-American games in Colombia, Cali.
